Jefferson County Emergency Services Agency Honors Personnel for Outstanding Service

 CHARLES TOWN, WV (March 7, 2026) – The Jefferson County Emergency Services Agency (JCESA) recognized dozens of firefighters, paramedics, technicians, and support personnel for exceptional service to the community during an awards luncheon held Friday, March 6 at the JCESA Office. 

 The ceremony celebrated acts of courage, professionalism, and dedication demonstrated across multiple incidents over the past year. In total, 82 recognitions were presented across 21 incidents, highlighting the work of 52 individual personnel serving Jefferson County residents.  

 Awards presented included: 

  • Unit Citations: 9 incidents – 42 personnel 

  • Meritorious Service Awards: 4 incidents – 14 personnel 

  • Life Saving Awards: 5 incidents – 14 personnel 

  • Stork Awards: 2 births – 2 personnel  

  • Green Cross Award: 1 incident -- 10 personnel 

 Interim Chief Craig Horn said the ceremony provides an important opportunity to recognize the dedication and accomplishments of the men and women serving the community.  “Before we set the direction for the future, it’s important to pause and celebrate the accomplishments that brought us here,” said Interim Chief Craig Horn. “These awards recognize the professionalism, teamwork, and commitment our personnel demonstrate every day in service to the residents of Jefferson County.” 

The awards highlight incidents ranging from lifesaving medical responses to exemplary teamwork during complex emergencies. Two Stork Awards were also presented to personnel who assisted with the successful delivery of newborns in emergency circumstances. 

 This year’s ceremony also marked the first presentation of the Donnie Dunn Jr. Firefighter’s Heart Award, created in memory of ESA staff member Donnie Dunn Jr., who passed away last year. The award recognizes an employee who exemplifies exceptional dedication, character, and commitment to service. Heath Fleming was selected as the inaugural recipient. Donnie Dunn Jr.’s widow and children were in attendance for the presentation, making the recognition especially meaningful for the ESA family.  

 Incoming Chief Todd Gorham noted that the dedication displayed by ESA personnel made a strong impression as he prepares to assume leadership of the agency. “Walking into this organization, I have been deeply impressed by the professionalism, skill, and commitment of the personnel who serve Jefferson County every day,” said Chief Todd Gorham. “It is clear that this is a team that cares deeply about its mission and about each other.” 

 

The men and women of the Jefferson County Emergency Services Agency demonstrate every day that service to the community comes before self. Their willingness to answer the call—often on someone else’s worst day—reflects the dedication, courage, and professionalism that define public service in Jefferson County.
